@regberadaisy: Hi! Just measured it, and it's about 21" in length so would probably hit right at the knees or right above on the average 3/4 year old? It's a poly-wool blend, and feels like wool. Lovely, thicker material 
I hope that helps! Oh, and it's fully lined.
